This is a addition to the reported issue of preemtively "ending" production for this 107mm M38 Mortar [ID:729].
TLDR: The "total available" number of startUnits+startPool+spawn+production is fine!
So possible changes try to increase consumption to avoid production-stop due to large Pools (which in this case may be caused by making starting pool/production more historic and adding some specific SUs).
IF YOU FIND ISSUES LET ME KNOW, not al numbers given by the 2 sources I've used add up for me - I could draw conclusions (and I did) but they could be equally wrong as the ones I draw for now. (especially the pools/availability on 22nd June 1941 are being meant by this!)

As of January 1, 1941, 1472 mortars were listed on the balance sheet of GAU KA, of which 4 required major repairs.
In the first half of 1941, 368 mortars were produced, in the second half of the year - 256 (August - 5, September - 51, October - 100, November - 100).
In 1942, 328 mortars passed (1st half of the year - 132, the 2nd half of the year - 196, the maximum - 80 in September).
In 1943, 636 mortars were made (1st half of the year - 288, the 2nd half of the year - 348, the maximum - 112 in August).
In 1944 produced 573 mortars (1st half of the year - 288, the 2nd half of the year - 285, the maximum - 77 in November).
In 1945, only 92 mortars were produced (January 52, February - 40). The production of the mortar was completed.
In total, during the serial production, 3357 107-mm mortars were collected.
So this indicates that Production ceased in/after February. The game's production ends after January, which is fine.
This means in game are about 189 turns of Production, this means there sould be:
189x15=2835 being produced.
Wiki numbers show during this period a production of around:
256+328+636+573+92=1885
This makes a difference in Production of 2835-1885=+950 too many being produced.
So only looking at production without initial Pools there should be a build/turn of 1885/189=10
Starting Pool:
EDIT: The Wiki seems to contain an error with the Date of the 1472 not being January 1st but June 22nd. See the 2nd Post for further info.
Wiki gives 1472 in January and further 368 being produced in the first halve of 1941. This would give 1472+368=1840 at face value.

Of these mortars in the divisions of the Ground Forces, mortars consisted of: 50 mm-about 19,800; 82 mm-9856; 107 mm-320; 120 mm-1540 pieces.
894 mortars were in fortified areas (urahi), 512 107 mm and 120 mm mortars consisted of corps artillery.
The game starts with 342 (RDY+DAM+100xPool) and no units are spawning, which contain these Mortars.
Possible Solutions:
Initially in the TLDR-section I've alreadymentionedthat the "totals" are about right.
1. See following Post Variant "A" To increase consumption (using numbers without knowing exactly) one could add the 512 Mortars historically inside "fortified areas" to the Pool and substract them from the production. The idea is to have some Units eventually switch to the 107mm Mortar and consume them early in the game to avoid the Pool to increase too much.
The new Pool would be: 100+512=612...BUT...actually 667 (read on)
The new Build Limit would be: (2835-512)/189=12.29
(currentProductionTotals - increasedPool)/turnsProduced=newBuildLimit
To get the production down to 12/turn the addition to the starting Pool would need to be +567→making the Starting Pool 667.
2. Create some of the "missing" Mountain Mortar Regiments.
They've most likely all/mostly been set up/built because of the struggle in the Caucasus Mountains in late 1942.

StB starts with three "Mountain Mortar Regiments" (195.,196.,197.) - those are "missing" in GC41 (not missing - you can build them but the AI doesnt and people most likely do neither and build regular Mortars instead).

But there were more "Mountain Mortar Regiments" some of which were "renames" - of late1942/early1943 created Mortar Regiments, can't say for sure what equipment/TOE they used:
- 3 mountain pack mortar regiment of the Black Sea Group of Forces of the Transcaucasian Front (II) 11.10.42 (became the 197)
- 9 mountain pack mortar regiment 9.6.43 (renamed from 23.4.43-9.6.43)
- 10 mountain pack mortar regiment of the 40 Army 9.6.43 (renamed from 23.4.43-9.6.43)
- 190 mountain pack mortar regiment (not 100% clear to me - is in GC41(T74) - but new created on 01.01.1943(should be T81(?) - as said, not sure what's correct)
- 195 mountain pack mortar regiment (renamed from 11.10.42-22.11.42)
- 196 mountain pack mortar regiment (renamed from 4.10.42-12.11.42)
- 197 mountain pack mortar regiment - always was "Mountain" (see 3.) - (renamed from 11.10.42-2.11.42)
- 253 mountain pack mortar regiment 13.5.43 (renamed from 21.12.42-13.5.43)
- 477 mountain pack mortar regiment 9.12.42 (new created)
- 480 mountain pack mortar regiment 12.12.42 (new created)
- 494 mountain pack mortar regiment 15.12.42 (new created)
