OECM in an Anti-Scouting Role?

I've been doing this for quite a while in Command, but I thought I would ask if this is actually a valid tactic.

In scenarios where you have surface warships that you'd prefer the enemy not know the location of, is turning on any present OECM/Jammers a viable tactic against enemy scouts (i.e. airborne radars/ELINT aircraft)?

When I do this, I typically turn on the jammers while leaving my Radars off. Would turning on my jammers allow me to use radars more freely?

Does the enemy AI, when being affected by Jamming, have the ability to get a general idea of my ship's bearings based on OECM emissions?

I've seen this in several AARs, especially for Mediterranean scenario s. The Opfor will definitely pick up the jamming but won't get a precise track. It seems most useful when space is confined so the chance of avoiding detection completely is low so it's best to create confusion.

I use ECM against recon aircraft all the time.

I know the scripting isn't that smart but if I am emitting I try to have only one asset use one radar that's a common type. If I light off a SPS-39 you know there is a warship out there, but that radar type could be on anything from a carrier to a frigate. OTOH if you see a SPS-32 you know it's either the Long Beach or the Big E...
