[FIXED] CAP doesn't change altitude when investigating

This is a simple example.

The Israeli planes are patrolling on a CAP mission, when this unidentified plane enters their prosecution zone. They are initially at 43k feet.

The Israeli planes properly change course, and make several passes by the unidentified plane, but they can't ID it because it is flying at 28k feet.

Since it is dark, and the Israeli planes never change their altitude from 43k feet, they never get close enough to ID the planes as being the enemy.

The Israeli planes follow the unidentified plane all the way to its base, when the enemy SAMs begins shooting at them.

Everything seems to work as it was designed, but I believe that the Israeli planes should have changed altitude in an attempt to ID the plane, rather than repeatedly fly 15k feet above it, in the dark.

I believe that, if possible, a change to this interdiction process should be made to allow the CAP units to change their altitude to locate, ID, and attack (if necessary) any intruders in the prosecution zone.
