are british armoured divisions meant to be mechanised?

Hi All

Was playing the variant with extra british armour but even when these units have full APs the 1st and 2nd armoured divs are only moving at foot pace and not at mechansim pace. Is this a bug or is it meant to be that way?

I could understand if the 1st tank bridage might only be allowed foot pace to reflect it having the very slow matildas (slow speed was downside of that great armour and a main reason for withdrawal of this tank when mobility in western desert became paramount) but the armoured divs have cruiser tanks

Also noticed that the French engineers for XVI Corp have heavy artillery attached - again is this bug or did these guys come prepared to kick butt?
