Is there a limit on the number of units in a stack? The manual says
there are penalties but does not say what the limit is, nor what the
penalties are.

To clarify, is there a limit on the number of units in a stack in a non-combat
situation? Can I pile 10 bajillion troops in a single hex at the end of my
turn?

Max 16 units in a hex, you can check the combat details to see how much penalty a certain amount of overstacking gives.
