Hex pop up info

I turned units off and noticed the hex pop up is different to normal. What does Defense and Threat Level mean? Nothing in the manual.

yeah. I have been wanting to ask the same question for two years now
everyday congress meets we lose a little more of our liberty. and a republic is not the majority gets to bash the resistance. thank God for the electoral collage.
