Combat Attack Values Question

Combat Attack Values Question

So I’m fairly new to the game… about 15 hours in, but loving it. One thing I’m not clear on is what to do when your units get down to low attack combat values. I’m playing Torch to Tunisia scenario and currently most units on the map have a 1 for attack value and much higher for defence e.g. 1=12. When it gets to this point how is either side supposed to make progress because the low offence values just can’t overcome the high defensive values… resulting in a stalemate. Even units that had reasonably good values are not recovering them.

So my question is, how am I supposed to recover my low attack values? I’ve played with supply, refitting etc. but can’t seem to find a solution. Or am I supposed to rely on reinforcements only which start with higher attack values. I’ve played some scenarios where the attack values are ridiculously high and it’s just not clear to me how the system works.

Weather, supplies, fatigue, and % TOE (how close to fully staffed and equipped the unit is) all feed into your combat value.

If you’re dealing with mud is murders your attacking power.
If you suffered a retreat, you might have taken a lot of casualties that deplete your TOE and reduces combat power.
Being on the line week after week makes supply harder, and doesn’t allow fatigue recovery.

If you can pull off the line and park on a depot on ‘Refit’ status you can help a unit restock TOE %, as well as shed fatigue and build up supplies. But even then, if the weather turns against you in a campaign that only goes so far.

Ok that’s great advice, thank you. It looks like that scenario was deliberately like that. I’m now playing the Normandy breakthrough scenario and the opposite is true… lots of units with very high attack values. Anyway I appreciate the response.
