Rate of Fire?

How is "Rate of Fire" implemented in PC? Is it just for visual effects? or is it applied to increase attack values?

Go to the Slitherine forum. There is a topic "What artillery do you use?" It is currently on page 3. In the responses there is a link to another topic where the rate of fire is discussed and the stats are given for the different artillery units.
