Garrison AI can't be assigned to 0,161 coordinate

Garrison AI can't be assigned to 0,161 coordinate

Screenshot below, it seems like you can't assign the Garrison AI to defend a hex on the X coordinate of 0

In the screenshot hex 0,161 is the Cartagena town on the top left corner of the screenshot.
