The Kingdom of Spain was liberated by the British and has declared war on France.
Shouldn't the diplomatic rating be set to zero?
I can apply diplomatic influence, I thought that was not possible towards nations at war with France.

You can apply influence to nations at war with France. That is something which will be changed in the first maintenance release.

Spain's diplomatic rating should be set to 2 when it is "liberated." So I'll flag that for change as well.

Does spending diplo points on nations you are at war with do anything? I apply at least one point per turn to Russia to see if they drop out of the coalition and sue for peace, but have not see any results yet.

For what comfort it provides, we are going to change this in the first maintenance release. You won't be able to use political points on nations currently at war with France.
