8 units for complex battles vs 9

I am curious why eight units was chosen as the number vs nine as for when a complex battle is fought?

With eight units, it makes it much more likely that the second player to set up could rush the lane with only two units (assuming the first player to set up placed 3-3-2). I have won a number of battles without the opponent being able to fire a shot by loading up on the weak flank and pounding him with artillery and cavalry charges.

It would seem that either nine or twelve might be another option.
