What do the exclamation points mean?

What do the exclamation points mean?

Those ones on the map at certain cities. Is it in the manual? Thanks.

It's in the release notes for patch 2.

A yellow exclamation point means the base is getting low on supply.  A red exclamation point indicates either a partisan attack, or supply is getting critical.
