Can't completely air transport unit

I am using S-23's and PBY's located at Derby to pickup the Port Hedland base force. I have picked up everything except the Observer Corps. No troops left on the base. I have tried a few turns and the Observer Corp will not pickup. The port hedland units at Derby is listed as a fragment.

I am using the March 26th beta. Scenario 1.

Observer squads have a load cost of 20. Thats why your airplanes cant pick it up. It will continue to be listed as a fragment until you stop trying to pick up the parent.

I get the point about the load cost of 20. So I can't get rid of the fragment.

The whole point of this exercise was to move the Broom, Port Hedland and Derby base forces quickly somewhere else with out paying the political points to change Headquarters. I can't load them on a ship because Australia is a restricted command.[X(]

I guess that is a different thread.

The important elements i.e. the AV support will fly. Heavy stuff you can land move.
