Head to Head

I want to play both sides, Japanese and American, Do I choose Head to Head?

I ask because I started a head to head game and it seems the computer took over the moves. This might be the Pearl Harbor surprise before I can make any moves? Any help is appreciated.

In PBEM or Head to Head games the Japanese side has to give their orders first. If you set H2H before starting the scenario, it should have put you at Tokyo to start giving orders for Turn 1, or revising the orders that are built into the turn already. I suspect you started the scenario and then switched to H2H.

You have to select "Head To Head" and not "Both Computer" to do what you want to do.
Seek peace but keep your gun handy.

If you want to give orders on the first turn, you need to turn off the "Historic first turn" option.
