Good question. I've been wondering the same for air and naval interception; strategic warfare. anti sub attacks by DDs or escorts, air to land attack as well as land attack range of outcomes both effectiveness and strength loss. There must be tables. I read a post that implied we were to discover these just like the real life commanders. As an old board gamer it's an interesting departure if that's the case.

At some point when the game is balanced I will probably release the formulas because they do change and I don't want to answer the same question 50x or the same "hey this formula isn't right" 50x because they are looking at an old post.

Even so SC posted the formulas and it still wasn't effectively useful. The best way to test is just to make small modifications and test it with a fake test scenario with 2 countries. Or copy one of the main scenarios change things and test it specifically for that thing.

So if you wanted to make naval combat more bloody modify ships a little then test just that over and over and over and over. Make a game hotseat, set up a line of fleets, save that game, load and replay it over and over testing the data. The luck has been made on an exponential curve now instead of a linear one so it should be easy to read results and gain an average.
