What Does the Black Dot mean?

Anyone know what the block dot with a crescent moon in it next to a naval unit means?
My theory based on the amount of damage done by the naval unit "They Moon them" instead of shooting.

What causes a "one week" turn move to be night move?
What effect does it have?
And, do you have any control over whether it occurs or is it just a random thing?

I believe if you move less then 6 hexes?
