Norway (10U1) Reactive vs ProActive Germany

A proactive or reactive Germany in Norway: An Attempt at a strategic Analysis of an Invasion of Norway

In 10U1, both the Axis and Allies will be able to invade Norway Jan 40 (weather permitting and assuming both build LCs to do so).
This would mean from an Axis strategy, if they invade, Allies can be ready to launch a counter invasion to take Narvik.

The numbers below depict German ore gains given worst case (max loss of ore) scenarios base on Jan 40 with a game of 156 turns.[Note: Max loss occurs if Blizzard is the weather for Dec, Jan, Feb, Mar, Apr in the artic zone)


What Ifs(PP Gain for Germany-whole game):

if Germany and Allies do Nothing : +3900 PP

if Germany invades and holds Narvic all game: +3065 PP (this holds true if they fight for it also maybe -100PP)

if Allies capture Narvik from the Germans and Germany lets them have it: +1475 PP

if UK conquers Norway Jan 40 and Germany does nothing: +2250 PP.
(Note: This is with a multiplier of 1).

My thoughts Strategically (Pro)
As a benefit to Germany the only thing I can think of is your ships are leaving a Norway port, you can move deeper along the Artic route to avoid Pursuit combat 1 turn.
As Germany if you do invade then it's better to invade early summer 40 just in case you need to fight for Narvik.
For the Allies it might be better to wait and see and if necessary in the late game deny those PP. Maybe a summer 44 invasion?

So the question is, do you invade (As Axis or Allies)? Why or why not? Thoughts?
