AcwStates.txt scenario mod?

AcwStates.txt scenario mod?

Can "AcwStates.txt" be changed and placed in one of the /scenario folders for a future scenario, reflecting when West Virginia becomes a separate state? Just curious, if that would automatically work that way, or is there a hard code as to which files are considered scenario files?

It is not currently in the scenario files, I believe it is a "universal" file.
Favoritism is alive and well here.

Doesn't work in the mods folders.

Is there anyway it can be made to work in the mod folders (scenarios), for the next (final) update?

That's too major of a change to include with this update, but we may consider it in the future.
