Russian Surrender and Transporting supplies

I read a recent post where someone complained that they had conquered alomost all of Russia but still no Revolution. I had the opposite problem occur. Russia had been losing morale for about 1 year due to food shortages and had lost all her Polish Cities and some Russian ones as well, but still had a large army and was "Strong" when she had a Revolution in early 1916. I guess these things are kind of random. Now I'll have to wait to see if the Bolsheviks win or if Russia will fight on when the year is up.

The odd thing is that in the turn before the Revolution I had actually managed to ship a large quantity of food to Russia via conquered Turkish territory in the middle east. But now even though I continue to control this territory and have transports on "shipping" assignments in all the intervening seas I can not "Transfer" materials in or out of Russia during the strategic phase. Is this normal or a bug?

HarryBanana, interesting case as I didn't think it could occur if morale was "Strong" although perhaps it dropped on the same turn? If you still have a save or even an Autosave from the turn it happened or the turn before I'd like to take a look at it. And yes the random element within the Russian Revolution can produce extreme cases like this because I didn't want it to be totally scripted.
