I'm just thinking about this. I'm assuming the counters must represent groups of ships (otherwise there would be lots more of them). IMO, the Royal Navy does not seem to be assertive enough. There is absolutely no way any German capital ships could hang around in the channel without being attacked.

All the more reason to learn the game to play in MP, that type of gammyness would not happen. Ironically, the naval AI was to be improved in the 1.60 beta version, can't say I see it too much either.

A full strength naval unit (fleet) is 10 ships, the British have 4 class II dreadnaughts, while the Germans have 2 class III dreadnaughts from the start of 1914.

All anybody can hope in SP, is that the Naval AI is tweaked. Actually in most games the AI has a reputation of not being all that formidable, a few exceptions.
