Profuse Apologies for an Incomplete Patch

Guys, the new OOB Editor didn't get included in the 8.403 patch. Sorry for the oversight. Erik now has the missing file, so hopefully a corrected patch will soon be online. I'm pre-empting Michael, here, because he did a great job , on his own time, doing this for us. The screwup was a simple miscommunication, as veteran players of SPWaW have come to understand, so don't get too riled up, OK?
