AIR HQ ~ Question of Overlap

Greetings,

It is wished to know if AIR HQ are connected for the IJN/IJAAF
If navy planes are placed within range of an army HQ, will a bonus be received for those aircraft (meaning no penalty

- or -

must both army and navy air HQ units be placed in the same hex to cover all aircraft

Air HQ = Air HQ, so you can support IJN planes with IJA Air HQ and vice versa - at least in WITP. (Same with say UK and US Air HQs i believe)
