no vichy , no tripartite pact , no automatic minor allies

hello ,
I come back once again with the refusal of vichy by france :

If I well interpreted the XML events files , I can understand that :

--> if Vichy is not declared ( because of refusal by germans or by france )
--> consequence : tripartite pact resolution is impossible
--> and then hungary and romania don't get a boost in their axis alignment . this forces germany to spend it's DP on them if they want to have these little but usefull allies (I 'm rather sure that it can't be successful for both of them )
--> an other possibility is to let rumania and hungary fight against each other for transylvania, which CAN ( not mandatory) result in both countries reverting to allied side !!! Germany should in this case attack them at once !!

conclusion : the refusal of vichy by france seems to be a MANDATORY choice for allied side !!! and it looks there is no negative counterpart for this choice !!
I tend to think that the impact of a very very poor remaining french fighting force is largely over rated ...

any comment ?
