on the AI turn, I got a interupt phase, but didn't have any points to do anything with it, right afterward it was my turn, and none of my troops had any AP, looks like it kept the same AP totals as I had when the interupt happened

I've seen this regularly.

This happens when you interrupt, but there are no enemy AI moves after your interrupt, You get robbed of a turn.

You do not get robbed if the enemy has some processing after you interrupt. Only if you have the bad luck of interrupt right at the very end.
It happens to me in the mop-up phase quite often because there are not so many NPCs left around.
