I would like to see a fullback option added for my NFL formations.

Probably means he would like to have one RB be labeled a FB and one be labeled a HB, instead of R1 and R2.

Yes that is right...I should have explained it more....I would like to have a fullback as a blocking back in the I formation.

At this time, one has to assign the RB2 as the fullback on the depth chart.  This creates problems with injuries, but that is how the game is set up at this time.
 
Having further defined positions in halfback/fullback, cornerback/safety, guard/tackle, end/tackle, and a few others has been a wishlist item of many community members.  If it was an easy change, I am sure David would consider it at this time, but he has stated that it is not an easy change.
 
I would hope that in the future, rosters management and depth charts could be upgraded, and that would also allow for better fatigue management with players automatically leaving the game when they are red fatigued.

What about the TE position?  I have noticed in my league (American Rules/11-man) that the TE is never place in the correpsonding TE position.  For example, using the Heavy I formation, there should be two (2) TE's on the outside of the O-line.  Instead, the game places WR's.  I am new to this game (3 months) so, I hope this is not a question that has been asked too many times.

That formation may be very old, from the first release of the game, and Im not sure the game allowed 2 TE at that time. Now with the PDS it is possible to have more than one TE in a formation.  Im not sure that all the original stock plays have been updated to the latest release.

As nmleague has stated, the default playbook has plays from many stages of development.
 
An updated version of the Fun-n-Gun playbook should be available soon along with a new basic playbook.
 
I'll likely release them with the Playmaker Tools or soon afterward.

it would be nice to see a FB position since they would have some different attributes than a regular RB.

Definately, and not just the different role of the FB in a Pro offense. A roster revamp with position splits is the only major game feature I feel like I really need (improved play/file management is the only major coding feature I want now)

Position Redefinition is being worked on. This is splitting RB in to HB, FB, and 3B, The single "linebacker" into inside and outside linebackers, DB's into safeties, Corners, and DBs. The Offensive and Defensive Lines are also having new position name assignments.
 
Unfortunately, doing this resulted in a requirement to create a completely new depth chart system. These two items constitute a substantial rewrite to a lot of areas of the code (All code involved in the depth charts has been tossed and rebuilt from the ground up). This is taking a bit of time.
 
The draft remains the same.. you still draft by 'overall position' (ie Running Back, Linebacker) and you still have complete freedom to use those players however you wish.
 
These two new features will be the core "new features" in release 3.5. There will likely be other smaller features in there too, but the new player positions and depth chart are the two biggies...
 
The private beta testers should be seeing their first builds containing alpha condition versions of the feature in the next week or so.
 
The biggest task for the private testers is going to be ensuring that all combinations of team profile, roster size, and players count (8,11,12) play nicely together.
