AI levels - question

AI levels - question

My question is:

Does the AI change in terms of how well it plays based on the level?

I ask, because if it does - couldn't I set it to challenging or higher but then take away the bonuses - or are the bonuses the only thing that makes it "smarter" ?

I want better AI play but not bonuses if possible - I don't like losing knowing it's just b/c it can "make more stuff" than me.....

There are some strategies the AI might attempt at the higher difficulty levels which it wont attempt at the lower levels, mostly because it has more resources to deal with (the supply bonus).
