Amphibious assault into Southern Italy

I cannot move into southern Italy using amphibious attack, even though I have many transports and men in the area.
But the computer allows me to move those men into Northern Italy. I know that Southern Italy is a fortfied port, but should I not still be able to attack it?

Also I am only allowed to move 1 unit into Sardinia, even though I have again many transports & men in the area.
