44 Equipment but no Unit Estabs?

Am I correct in believing that while there is late war equipment under the estabs tab of the Scen Maker, there are no unit estabs?

If not, is it possible to create unit estabs using that late war equipment

Yes, there is late war equipment lying dormant in the estabs, and no you can't creat new units with them.
