[1.0.2.4]Military Refuelling and Free Trade does not allow Colonyships to refuel

I grabbed a Colonyship (Solar Way, Key 4) in the middle of nowhere.
And for some reason, I can not refuel it anywere at my ally.
I have Free Trade Agreement and Military Refuelling rights with the humans, with a base just over in the Pulmanar System.
And then refuelling rights with the Pirate base in the Ita system.

Yet I am not even able to manually order a refuelling at either location.
I can retrofit it or retire it at the station - but no refuelling!

You've reported it in [1.0.2.4] for more than I experienced - so far.
No need to start another thread for an old bug. I just added what I saw in [1.0.3.0].
What else could I have meant
