[1.1.2.2]Tourism is done before Migration

Playing as Teekans with their Quest Colony.
The planet should get Migration, as it is still solidly below 100M, nevermind a decent figure like 500M.

The 3 Passenger Transports only do Tourism Missions, not a single migrant.
