Since this is an upgrade, why not directly go to Commander: World at War?

Personally I prefer a focus on just the European theatre for a more manageable game and appropriate map scale (e.g. I really didn't like how they adjusted the Europe map in Strategic Command WW2: World at War to accommodate the Pacific Theatre, made it far too cramped). A Pacific Theatre Commander at War game would be nice, but better done as a seperate game IMHO.

I too prefer to keep the theatres separate. World at war is too big.

Yes but East African campaign will be skip as usual.
