air unit resize problem

It is September 24, 1942 and this air unit has not resized. I think there are more, but this one is for sure.

Is there a base size requirement? Or an Air HQ requirement?

See page 171 of the manual. You need:

(a) size 1+ airfield
(b) base needs to have double its supply requirements

It's been at a size 2 airfield and the base has had at least 3x supply for weeks.

Checked code: the supply requirement is 2xrequired Supply +1000

The additional supply is to cater for a base with no supply or requirements being used as a 're-size' hub.
