Immobile troops

I am at my wits end about two issues, I have read through the rules looking for a solution and can find nothing to help:

Issue 1: Immobile troops.

I have a HUGE number of troops at various bases around the map (I am plying the full map late campaign), that do not show up on the load screen when I try and move them by ship.

For example, at Mare Island alone I have 41 units and 7 air units, but when I set up a task force of AK or AP and click 'load troops', the screen lists nothing. The troops there are of all types, and include such things as:
-2nd US Division, 93rd US Division, 72 FA Reg, 4th US marine Rgt, 193rd US tank Co, 15th Can Inf Bde...
Surely there must be a way to move these units by ship, so I can actually use them in the war. I also have 6 units sitting at Wellington, 11 at Sidney, all of all types, all the same: I try and load them onto ships and the 'load' screen lists no units.

Issue 2: Fragile Destroyers and ASW.

I have been playing for some time now, 8 months or so ingame. I am so tired of how useless my destroyers are at ASW, and how invulnerable Subs are. For example, I retook batan island, and know there is a japanese sub right beside it. I have 3 units of air on batan (lvl 3 airport), torpedo bomber, fighter bomber and level bomber, ALL on ASW at max, about 40 aircraft in total. IN addition, I park 8 destroyers on ASW on top of the enemy sub.

I never hurt the sub (occasionally, if very lucky, I might get 1 hit) but every 4 or 5 days the sub torpedoes and sinks one of my destroyers. After my 8 ASW patrol has after 2 weeks finally been reduced to 2, 40 aircraft on daily ASW patrol have failed to do any damage, I am forced to withdraw, conceding defeat to 1 sub. This happens all the time, it is not an isolated case.

In the entire game so far I have never lost a sub, nor have I destroyed an enemy sub. No matter how many destroyers I put on ASW, I am not killing them, and I am losing destroyers frequently. That seems crazy.

1): Those troops are all part of Restricted Commands, and must be released by paying Political Points. Once you pay up, you can load them. On the unit display screen, click on the name of the HQ the unit is attached to; this will give you a list of HQ's you can change them to. Check section 7.1.1 in the manual for a list of the Restricted Commands (it says "aircraft" but it goes for ground troops as well).

2): ASW is a monumental crap shoot in the 1920's. In one of my PBEM's, we're nearly a year in, and I've sunk 5 submarines. It's very frustrating, but keep beavering away; subs are NOT invulnerable.

Oh, and destroyers are extremely flimsy. That's by design, and historically accurate. In the PBEM mentioned above, some 70 destroyers have been sunk on both sides.

A tip for airborne ASW: use Naval Search instead of ASW Patrol. It's counter-intuitive, but it works. Subs of the day spent most of their time on the surface anyway.
