Is there a way to see a power's gearing limits other than during the production step?

Good question, I do not know.

If not, then it should be added as an informational form. For example, the resources => factories => production points is available any time during the game, not just at the end-of-turn/production phase.

Another form that is only accessible on a limited basis is the land combat results table. You can jump out of the program to see a PDF file of it at any time, but the better version is only available during land combat. I want to make it available for perusal whenever the player likes. Are there others like this?

The initiative +/- balance is not accessible during the reinforcement step.  It is readable up through the production phase and during the action phases.
