Amphibious problem

Playing German against AI it seems I cannot amphibious invade an unfriendly area. I get a not allowed message every time I try to get a unit off a transport.
I can get units on the ships, move ships, unload in friendly areas, of keep them on ships, everything but invade the enemy.
I have been through the rules several times and seem to be doing everything right.
Any suggestions?

Although there are few more restrictions in AWD then in WaW, this thread may help you:

I'm having the same problem when playing Germany against the AI in the 1939 scenario.
This seems to be a problem with Norway, I could move by air with a paratrooper but not by amphibious invasion. I tried the same move in the 1940 scenario and it worked fine, unless amphibious invasion has changed ( except for Germany's amphib capacity changing from 3 to 4, it still takes two transports for one infantry) then it could be a bug.

So far the rest of the game works great[:)]

edit: I just read that if you have 3 transport ambibious capacity you can move in three units is this correct?

Not exactly.

If your transport amphib level is 3 (per transport), then the maximum number of units you can amphib into a single territory is "sort of" 3 (more precisely, the maximum usable amphib points is 15, which might be 1 inf + 1 armor). In order to land 3 units, though, you still need 5 transports to give a capacity of 15 in the sea region.

This amphib limit can be thought of as follows: you can only use 5 transports for amphib against a given region. I.e., at level 3 maximum 15 points from 5 transports (3 non-armor units), at level 4 maximum 20 points from 5 transports, etc.

The limit is lifted at amphib level 6.

Note also that you cannot amphib a cold region during winter. E.g. a winter amphibious attack against Norway is not possible.

Also a new rule with amphib is that to amphib you must start on a coast and only move over water to your intending landing area. You must also have amphib capacity in every area you move through. So to invade Norway, you must have units starting in Denmark or you need to have 5 amphib points in both sea areas between Germany and Norway. These are changes from WaW to make it more difficult to invade and to make you have to assemble the landing troops on the coast in preparation for a landing.

I reread the rules last night and misunderstood. This is a very realistic change especially for the Germans since they had such a hard time with amphibious invasions plus this well make a sealion much harder even against the AI.
