Yeah, subs use the old system where they will lay their mines in any destination hex as long as the "retirement allowed" switch is on.

It used to be that you couldn't choose your home base as the destination - with surface minelayers that is no longer the situation, but I haven't checked to see if it is the case still with subs.

Can you only mine waters with bases? or can you mine open waters? I wanted to mine the straigh that leads into singapore

If you mine open waters, the minefield deteriorates at a more rapid rate.

Minefields in deep water decay by 50% per day. Those in shallow water decay by 5% per day. Those in a friendly port of at least size 1 decay at 1% per day.

In game mechanics terms, I think the damage done to a ship is ratio of “Effect Rating” vs. “Durability”, with a generous portion of randomness thrown in.
 
If a mine has an effect rating of 500, it’s going to do more damage to a destroyer with a durability rating of 10 than to a cruiser with an durability rating of 40.  Again, a healthy dose of random is thrown in, but as far as I’ve seen most DDs that hit a mine are dead, compared to most capital ships which will be in the yards for a while, but are unlike to sink by one mine hit.
 
Of course, I had one PBEM game where the CVE Unyo somehow managed to nudge a mine on her way in, and another on her way out while escorting an invasion of Midway.  Glug, glug, glug…

Just to be clear on something:
If you place a small minefield of 10 mines in a port, I believe it will lose 1 mine per day and therefore be gone in 10 days. I think it is because in WITP there are no fractions of things, so 1% of the 10 mines would be be only a tenth of a mine per day but that becomes 1 per day. Is this correct?
