Okay while playing the union i had two odd things occur, first i landed a force onto South carolina and secured charleston, but after doing so the province or any other in the area would not turn blue, next i tried to muster in charleston just for kicks and of course it said that the ememy governs the state and i wasn;t allowed to muster, but at the end of the turn i went through the city list and mustered from all cities ( to build up huge ammount of reinforcements at once) and the next turn a unit had been produced from charlestion (i noticed the drop in poopulation) are these bugs? Thanks in advance!

Columbia is the capital of S.C. Does that factor in at all?

No, you can only capture a province if it's next to a province you already own.  You can however, as you discovered, capture any city or fort regardless of what you can do to the province.  Also note that you do not (or should not) consume supply while inside a city/fort but you currently run out of supply if you don't own the province in my experience.
 
For your second comment, I'm not sure.  If you don't own the capital, you can't recruit/build in any city in that state.  If you somehow managed to get a unit from Charleston, that would appear to be a bug but are you sure it was a friendly unit?  I've had enemy units produced while I was besieging.  Maybe he conscripted the same turn you captured.  I'm not sure of the order of things but perhaps it popped out before you controlled it.  Of course, if it was friendly, then that blows my theory out of the water and it would appear to be a bug.  You have a screenshot or a saved game?

You should be able to keep troops in-supply in enemy territory with naval supply -- just be sure to set their supply priority to high and make sure they don't have too many supply-intensive firearms (and make sure you keep a fleet adjacent to their province.)

Okay i get the province thing but charelston is a bug, it is a freindly unit, i might send a email with file to eric if he is willing.

That does sound like a possible bug. Please hold on to the files, since Eric might ask for them.

Yeah i will save the files and see if eric can take a look at them, i do belive it is a bug, but not a serious one.

I will but i will have to send a file on top of that, while cont to play my game under a different saved file than the previous bug, i encountered one even strager, i captured columbia and i still could not muster units from the capital or charelston saying the govt. was under enemy control, then the next turn a confederate unit was mustered/conscripted/appeared due to emancipation of the north in columbia that was now under union control!  Something is really screwy! I will send both files and hope that this problem will be solved in the near future.

I looked at the events screen and it was from the emancipation thing, i don't know if that makes a difference.
