A few questions about the game.

1.Can i increase the population point in a region?2.When i have an atomic bomb how can i drop it?3.Which is the max reserch level of the units(land attack,air attack)?4.How can I make pro-axis axis country?

OK:

The most common way to get a neutral "leaning" your way is to successfully conclude a trade agreement with that neutral, they will then shift from "balanced/neutral" to "leaning." If you attack a region that borders the "leaning" country, that nation will generally shift to "pro" you. There are a lot of other circumstances where players have a lot less control over what happens with neutrals, like when political events fire, these can cause "revolutions" and other dramatic changes within a nation's government that defy explanation, like when Yugoslavia changes from pro-axis after Germany attacks Poland to pro-allied (usually after the fall of france, but not always.) Yep, you'll be far better off reading the whole chapter...........best of luck!

For the heavy bomber do i attack general or what?What does mean IIRC? [8|]

IIRC is "if I recall correctly"

and I believe the heavy bomber attack must be against a factory for your opponent to lose population there, though to be honest, I am not 100% on that.

See section 8.8 in the manual for all details about atomic bombs and how to use them. Basically you need land attack (LA) 9 for bombers and do a successful general attack.

I don't think there is a limit for unit attributes at all, research just gets expensive. If I'm not mistaken I had tanks with LA 11 in a game.
