How is this implemented in PureSim?

By selecting No Finances when you start your league.

But what exactly does it mean to the game? If a player has a reserve clause contract with such and such a team how does that affect the game?

There really is no reserve clause in PureSim. You either play with financials or you dont. If you dont, there are no contracts, no budgets, no free agents except for the players that get released from teams, etc. The problem is, if you start a league with no finances, you can not "turn them on" later on in history.
