Scrub Creation in Historical Leagues

This is probably the thing that gets under my skin more than anything else with the game. I was starting up a 1903 league with a 50 player roster and early entry. After the game imported the players, I took a look to see what the scrubs looked like. Usually I go in and edit all of the scrubs down to 1 in contact, power, eye, and potential, but that takes a long time to do sometimes. The reason I do this is becuase of things like this guy:

Scrubs still seem to sneak into the league with VERY good ratings sometimes. I dont mind that they are in the minors (though I wish they werent but I can live with some in the minors as long as they stink), but no way a scrub should have ratings like this right off the bat. I know I can play with 35 man rosters, but as long as scrubs can still come into the league, it doesnt matter what the roster size is if they can still get generated with ratings like this. This guy was generated with better ratings than practically anyone else in the league.

Eye - 6
Hands - 4
Speed - 5
Arm - 9
