Leader Removal

If a leader has never been "used", and is still in a nations counter pool, can that leader be chosen to be removed from the game, as a surrender condition?

He should be able to be chosen, yes. However, NOT if he hasn't come to his date yet. Blucher and Wellington can't be removed until after Feb, 1806, for example.
At LAST! The greatest campaign board game of all time is finally available for the PC. Can my old heart stand the strain?
