Can't transport troops?

I’m a newbie and still experimenting with the game mechanics. I attempted to air lift some HQ and ENG elements of the China Expeditionary Army from Canton without success. v1.806, stock scen #15 against the AI. After transferring some transports to Canton, the only LCU available for transport was the 38th Div attached to Southern Area Army. The transports were also attached to the SAA . I assumed that was the reason for not allowing the CEA units to transport. I spent political points to change the transports command to CEA but still no luck – only the 38th Div as a choice. I note the aircraft restriction 7.1.2 in the manual stating that AC assigned to a restricted HQ which includes the CEA may not transfer to a base that does not report to its restricted HQ. This does not seem to be applicable in this situation. I was attempting to do this on the first turn. Am I doing something incorrectly or is this the way it is supposed to be coded?

You will not be able to transport any units attached to the China Expeditionary Army. That is a restricted command. You will have to use PPs to change them to a nonrestricted command first.

Where are you try to transport them too? I've just try both transport and pickup to Takao and can but not to another CEA.

Nomad, thanks for the feedback. It worked when I changed the LCU’s command from China Expeditionary Army to Southern Area Army. So the aircraft restriction rule 7.1.2 referencing AC is also applicable to LCUs in that they can’t be transported. While it doesn’t say it, it certainly appears it works as you stated it. Chris H, Takao IJ Naval base and all the air and ground units are attached to the Southern Area Army, which is not a restricted command. I was trying to move LCUs attached to the restricted CEA from Canton to Wuhan in preparation for the drive on Changsha.
