Invisible Armies

PBEM, standard scenario, forget the patch...Turn Nine....

Guam capitulated and was occupied by the Japanese...but I didn't invade it?!? Yes, Tinian and Saipan have base forces on them, but I didn't attack.

Anyone else see isolated islands simply surrender?

I don't know where it is in the manual, but yes it happens.

Bases and dots that are not garrisoned, will surrender if there are adjacent bases that do have enemy garrisons.  Not all the time, but there is a die roll or something in there.  Completely normal.  Obviously Guam wasn't garrisoned.
