CiCPac HQ, CiCPac Terje439 is sitting in a dark room staring at a small telegram containing only two sentences.

From: USS Saratoga
More aerial attacks today sealed the fate of the ship. I will go down with her. Cpt. Dempsey.

A lone message arrives at CiCPac HQ this day;
From: Base commander, Pearl Harbour
Our planes managed to get to the skies today, and could report alot of Japanese minesweepers sweeping the seas for mines off Pearl Harbour. Also spotted was several fast transports that seems to be forming a task force on their own. This can only be interpreted in one manner - an invasion of Pearl Harbour is imminent!

January 27th 1942

Another quiet day leaves CiCPac Terje439 wondering.
Well, Japan continue to sweep the sealane to Pearl Haarbour for mines, no doubt for the upcoming invasion. That I cannot stop by a direct move due to enemy air supremacy.
Yet doing nothing in the Pacific will never stop the Japanese onslaught, I need to do something. Unfortunately I hold no base within bombing distance of the Hawaiian Islands.
And how do I make sure that the defenders at Manilla continue to hold out? THeir supplies are dvindling fast.

After carefully examining the Pacific map, he start issuing orders to ships, ground troops and aerial units.
Palmyra! Now there is an oppertunity. Land alot of troops and supplies, send in some Wildcats for defence, and B-17s for bombing runs. The Fortresses will be able to attack Johnson Island from Palmyra. And even the Zero fighter have problems shooting down a B-17! And even better, the airstrip at Palmyra is allready big enough to handle heavy bombers.
Yes, I need to invade Palmyra!
And as to Manilla, we still hold some minor bases in the Philliphines, there are some supplies around in these bases. My submarines will start shipping all available supply into Manilla. It will not be alot, but it just might keep the city in our hands for another week. And by doing so, Japan are denied more than a 100.000 men she would love to invest elsewere.

Hmm, when should we invade Palmyra? It will take some time to form the task forces and load the ships, and at the same time our scientists reports that they have a hunch about what might be a weakness with the Zero, and that they expect to find some way to use this for our advantage within a week.
Yes, the invasion will need to take place within the first week of February! I just hope Pearl Harbour is not invaded by then. A 150 heavy bombers striking at any Japanese task force that approaches should keep the Japanese Empire vary of sending in their flattops!

Yes, this is what we will do!

At the end of the day several orders are sent. Ground units in Los Angeles are ordered to embark on transports, other transports are to ship supplies, and aerial units in San Diego will be loaded by other transports. The entire nation understands that something big is about to happen and the entire West Coast is eagerly watching the men board the ships that will carry out the first Allied invasion of the war.

In CiCPac HQ only one message enters throughout the day
From: Base commander, Derby.
A task force consisting of the light cruisers Tromp, Java and Marblehead ran into a Japanese blockade containing three battleships as well as several cruisers. Tromp and Java were sunk through the day, Marblehead is still trying to reach the safety of the port, her chances however are slim as we can still spot the enemy ships just off port.

However several copies of one message is sent out from CiCPac HQ
From: CicPac HQ
To: All commanders assigned for the invasion of Palmyra

Operation has been named, and will carry the proud name of Operation Return.
All ships will take up position off Los Angeles within 4 days.
February 2nd one of two orders will be sent out;
-Creative will be the go order
-Conservative will be a return to base order.

Nothing much goes on in CiCPac HQ, only one message ticks in, and those are all good news.
From: Base commander, Derby
Light cruiser Marblehead docked at Derby today. Heavy damage to the ship, but suggest that she remains in port until Japanese surface fleet is gone.

Unknown to the Japanese, 16 Beaufort IXs have been tranfered to Derby were CiCPac Terje439 hope they will strike at the enemy surface vessels lingering off port.

Newspaper clippings.

Heavy fighting in Manilla!
At first light our valiant defenders at Manilla were attacked by more than a hundred bombers. Losses are reported to be close to 500 men. But that did not stop them from stopping a deliberate Japanese attack later in the day. Japanese losses are reported at more than 5000 men.
From reliable sources we can also report that Japan sees the defence of Manilla as such a big threat that they have moved in more than 20.000 fresh troops to help their advance.

Malaya falls!
Today the brave British troops that for weeks have been completely surrounded at Khota Baru had no choice but to surrender to overwhelming Japanese forces. Some 14.000 of our boys walk into Japanese captivity. It is estimated that Japan has lost more than 5000 men trying to take this position. The main losses to our boys have been the constant shelling from Japanese surface vessels.
We can only wonder where those battleships will point their guns now.

Japan going for India?
Our sources report that several Japanese reconisance aircrafts were spotted over Bangalore today. This is seen as an ill omen by those in higher places in the military as Bangalore per today have no defenders at all. Rumors claim that Indian trains have been seing running from the north of the country towards Bangalore, but the question will be wether our guys or the Japanese paratroopers will arrive first!

Lots of ship leaving the West Coast!
Many people on the US West Coast claim to be nervous about the fact that many soldiers are being shipped away. When trying to figure out what is going on, no satisfactory answer is given. Rumors has it that these lads are heading for Pearl Harbour due to a cease-fire arrangement with Japan. Others on the other hand claim that these soldiers are on their way to Dutch Harbour to boost the defences there, and others again claim that we are about to invade Japan.

In a private aircraft just off the West Coast, a young man and his flying instructor gets a weird view out on the sea.
Young man: What the....Look at that! *points out to the sea at more than a hundred ships grouped together*
Instructor: Oh my, do you think it is a Japanese invasion force? My grandmothers neighbour claims that Japan is about to invade!
Young man: *descends the aircraft*
Young man: But, but... They are all flying the Stars and Stripes! But what are they doing out here? They do not seem to be moving!
Instructor: LOOK OUT!! *points towards two Wildcats that have appeared literally out of the sky*
Wildcat pilot: *signals the training plane to follow them closely*
Young man: *sigh* guess we saw something we were not supposed to see....

Newsreel

Narrator: Today our lads at Manilla, Soerebaja and Pearl Harbor were all under heavy attack by Japanese bombers, and although our fine anti-aircraft guns shoot down some bombers several of our troops were killed. Many ask themselves were our fighters are, and to this we have no answer.
Rumors also claim that still more ships are gathering off the West Coast, we have no idea why this happens. According to the navy, these ships are part of a huge anti-submarine drill.
Well, we do not know!

Reports coming into CiCPac HQ
From: Research department, foreign weaponry department
To: All commanders in the Pacific
Subj: Zero-fighter

After doing some research on a captured Zero, we now realise that this fighter does not come with self-sealing fuel tank. This should mean that the plane will easily catch fire.
Hope this information can be put to good use!

From: Coastwatcher's HQ
To: CiCPac
Subj: unoccupied bases in the Pacfic

Our coastwatchers report that the Japanese Empire is seizing alot of unoccupied bases throughout the Pacific. As per today, the sealanes between Australia/New Zealand and the USA has been severed. All ships trying to make this trip will come under range of enemy bombers for atleast two days!

From: Base commander, Colombo
To: CiCPac
Subj: enemy forces

Today enemy troops arrived at the outskirts of the ciy, suspect attack to be imminent. No real hope of holding, but we will do our best. Reinforcements in the numbers of 50.000 troops will be needed to hold the city.

From: Base commander, Manilla
To: CiCPac
Subj: Sit.Rep

Supplies still dvindling, and attacked by aproxomately 100 bombers every day. Morale still good, but do not expect to hold longer than maybe the end of the month unless lots of supplies and reinforcements arrive.

From: Base commander, Soerebaja
To: CiCPac
Subj: Sit.Rep

Enemy still not strong enough to attempt a direct attack on our position. We are however subject to attack by bombers as well as having our positions bombarded by enemy guns. More troops needed if we are to hold this base for more than a month.

From: Base commander, Soerebaja
To: CiCPac
Subj: Sit.Rep

No sign of any invasion force, although several fast transport ships have been spotted at the southern islands. Enemy bombers numbering 100+ attack our positions every day. Litte we can do except continue to build our defences and await the enemy invasion. Supplies are getting low, and would be greatly apreciated.

From: Base commander, Taung Gyi
To: CiCPac
Subj: Overrun

Have given the order to lay down arms as close to 15.000 Japanese soldiers charged our lines today. Base once more in Japanese hands.

From: Base commanders, Darwin and Derby
To: CiCPac
Subj: Enemy surface fleet

We are sorry to report that all contact with the enemy surface fleet has been lost. Likely reasons;
-preparing for an attack of Port Moresby
-preparing to bombard Soerebaja
-returned to base for refuel/rearming

February 2nd 1942

The evening aproaches, finding CiCPac Terje439 sitting alone in a dark room staring right ahead with empty eyes. Just as he reaches for pen and paper an orderly enters and hands over a small report.
Only one order is issued from the CiCPac.

From: CiCPac
To: All members, Operation Return

Conservative.

With a sigh Terje439 leaves for his bed. One of his subordinates cannot resist, but takes a look at the message the CiCPac recieved earlier that day.

From: USN Submarine Gato
To: CiCPac HQ
Subj: intel of Palmyra

At least two different enemy units located at the base, expect heavy fighting if invasion takes place.

Since nothing much happened at the previous turn I will post a map with some drawings on them, hopefully you will be able to see my "drawings" upon the map.

*Yellow dots are major bases still in my hands
*Everything within the red line is controlled by Japan (even if some of my units are seen, there is nothing I can do within this sone for now)
*Black lines show were most of my transports are traveling these days.

A glimpse of the situation in CiCPac HQ
CiCPac Terje439: So, what can you guys tell me? Apart from the obvious?
Orderly #1: Well, more than 200 planes attacked Manilla today!
Orderly #2: Air attacks on Bataan Island have seized!
Orderly #3: The Japanese are bombarding our positions at Colombo, Soerebaja and Manilla
Orderly #4: Reconnaisance aircrafts have been spotted at Port Moresby.
CiCPac Terje439: This is ALL old news, what I need to know is, were is the Kido Butai? Were are the enemy heavy surface vessels?
All: No idea, Sir!
CiCPac Terje439: *sigh*

February 5th 1942

A quick glance insede CiCPac Terje439's head
Hmm, things are slowing down all over the place. Why is this?
-Is it because Japan is preparing for the next big assault?
-Is it because they have captured what they want and are preparing to go on the defensive? Seems unlikely...

So, I guess I will soon see a big Japanese assault somewere. The longer Manilla and Soerebaja can hold out, the better. These two bases are besieged by moe than 150.000 troops in total. As long as they are kept there, they cannot be used to strengthen the defences elsewere.
How about my own assets? Well, I have alot of heavy bombers but nowhere to fly them from... My bases are being built slowly, so I have to be patient I guess. What I really need are more ground troops, both base units as well as front line divisions. And I need atleast two more carriers before I can consider myself ready to do anything major.

So, I will just have to keep harassing Japan the way I am right now. Keep laying mines all over the place. I do not think the enemy is expecting mines to appear in Tokyo Bay, but they will in a few days. And I will keep letting my bomber crews train by bombing minor bases that are within reach.

The good thing right now is that Japan are losing some 20 experienced pilots every day, that has got to hurt even if he is training them by attacking Bataan Island.

Oh well, all I need to do now, is wait...

Newsreel
Narrator: Today our troops at Soerebaja and Manilla came under heavy air attacks. Reports claim that more than 200 enemy planes appeared over both towns. Our valiant boys keep up their spirit, and a contest has been announced amongst the two cities as to which city shoot down the most enemy planes. Todays victory was awarded to Soerebaja with the downing of no less than 6 enemy bombers! Well done lads!
What do these guys wish for? They do not have big demands, a meal, a weapon and perhaps even a letter from a loved one back home. To aid the want for letters, CiCPac has agreed to allow a submarine to enter both ports laden with mail, so if you know someone who is fighting in Soerebaja or Manilla, write him now!

February 7th 1942

After a quiet day, which was considered a victorious one for the Allied cause with the sinking of 3 minor enemy ships and shooting down 8 planes to one lost, CiCPac Terje439 calls a meeting with his staff.

Terje439: We need to do something in the Pacific, no matter how small, we just need to tell the Japanese empire that not everything will be a walk in the park. So, any ideas as to how to harass Japan and her plans?
Orderly: Well Sir, we have been talking amongst our self, and the airstrip at Pearl Harbour is in ship shape again, and our B-17s can fly to Pearl from Dutch Harbour. When they arrive at Pearl, they could try to close down the enemy airstrips surrounding the base. If this could be achieved, we might even manage to get reinforcements and supplies to the island. If they do not succeed, we can order them to fly back to Dutch Harbour. Nothing much to lose, but alot to gain really.
Terje439: Good idea, this will be called Operation Malta, and I will decide tomorrow if it will go through or not. Notify all B-17 squadrons based at Dutch Harbour. Go command will be Hospitaller, and the abort command will be Templar. Dismissed.
Orderly: Yes Sir!

February 8th 1942

the day starts out grim indeed as the following message ticks in at CiCPac HQ
From: Base commander, Colombo
To: CiCPac HQ
Subj: Surrender

Today I gave orders for all troops under my command to lay down their arms. The Japanse made a deliberate attack that turned our position. Some 20.000 men under my command are now considered POWs.

Later on, the only bright spot of the day is presented with the following message;
From: Captain, USN Pensacola
To: CiCPac HQ
Subj: Surface attack

Today the task force under my command, consisting of 3 heavy cruisers, 4 light cruisers and 5 destroyers attacked and sank a Japanese troop carrier. It is suspected that this is the ship that has been making small attacks in the area around Guadalcanal. No losses or damage at all was inflicted to my task force.

As the day draws to an end, CiCPac Terje439 makes a decision.
From: CiCPac HQ
To: Units assigned to Operation Malta

Hospitaller.

CiCPac Terje439 gets annoyed when he finds out that none of the bombers at Pearl flew any sorties during the day, and heads must roll. The commanders of the bomber squadrons are replaced by handpicked men. These new commanders have been told that they are to attack the enemy airfields surrounding Pearl Harbour at all costs, and close them down. Failure to do so will most certainly lead to a desk job for the rest of their time in the airforce.

February 10th 1942

The day sees CicPac Terje439 throw a fit. As messages fromPearl Harbour starts to tick in, it becomes evident that once more the Japanese empire is one step ahead of the allies. Almost one hundred planes appeared in the morning and attacked the airstrip at Pearl Harbour, although allied losses were slight, the airfield took a beating, and even worse was the fact that the B17s once more decided to stay on the ground. When asking as to why no sorties were flown out of the base, two answers were provided.
-there are no fighters to fly as escorts for the bombers, even if the B17s are more than capable of withstanding the fire put up by the Zero-fighters.
-there is not enough supplies at Pearl, this made the local base commander decide that the planes should not fly because these supplies were better spent on other projects.

This of course did not help the CiCPac's mood, as one of the major goals of the B17s were to close down the enemy airstrips so that ships carrying badly needed supplies could arrive at the base.
At the end of the day, Terje439 demands that wargames should be enacted to see how bad the losses would be if several large convoys were to be ordered to reach the harbour no matter what...

February 11th 1942

As alot of the recent days, messages keep coming in at CiCPac HQ. There is nothing new to read however, and CiCPac Terje439 has a feeling that the commanders at the various bases keep sending the same message every day.
-low supply levels at Manilla
-Soerebaja surrounded and under attack
-Bombers at Pearl do not launch

It seems clear that at the moment the only place CiCPac has the capability to do anything is at Pearl. However even here only one option remains, and that is one that is not at all plesant. A huge armada of transports could be ordered to assemble and head for Pearl Harbour at max speed from the north. This would place the transports under aerial attacks for some 10 days, and losses must be estimated to run up towards 50 ships lost...

Too great a price to pay! If I only had the carriers that has been lost, that would have allowed us to force our way into Pearl Harbour!
These are the last thoughts to go through the CiCPac's head before he falls asleep after another disappointing day at work.

February 12th 1942

Another day goes by, and the usual messages tick in from Soerebaja, Manilla and Pearl Harbour. CiCPac Terje439 experiences an inner peace as he finally decides to abort any offensive actions for the time being. In one week the USN Hornet should arrive in San Fransico, and another 5 weeks later the USN Long Island. With these two ships augmenting the carrier operations, all bombers will be momentarely rebased to shore, and all carrier capable fighter squadrons will be loaded and flown into Pearl Harbour. But for the time being, nothing can be done anywere.
In a brief telegram to President Roosevelt, the CiCPac has expressed that the only thing that is currently going well, is the losses inflicted on the enemy air units. So far the Japanese Empire has lost more than 200 Zero-fighters and more than 100 Nell bombers. Alot of the enemy carrier based aircrafts have been shot down as well. Although the Japanese empire started the war with more and better planes, as well as more experienced pilots, these attrition rates are more than Japan can take in the long run. After 2 months of war the Japanese planes have shot down 1300 allied planes while losing 1000 of their own numbers. These are good numbers for the allied cause. There are however reasons to be concerned still, as most of the Japanese planes have been lost to operational use and anti-air guns. Actualy dogfight numbers are nowere as good, with ratios running into 5:1 in favor of Japan. But still Japan are losing too many planes, and that will be their achilles heel.
