My CVL I-don't-now-the-name (I play Jap/ early missions/ you know that firs CVL you get) got damaged in combat in Solomon Sea near that large coral reef. It had flooding of about 70, and fire of about 20... so I gave the order to retreat to Rabaul... It sunk on the way there, but... My question is: Can Jap damaged ship like the one described here (sys=50/60; flood=60/70; fire= 20/30/40) arrive in harbor that is approx. 10 hex away, and if it does can it be repaired or will it sunk if it reaches harbor with, let's say: flood=96 (fires out, of course!)?

If you can get a ship to a port where it can anchor (port size of at least 3) the ship will not sink. Damage as severe as you mentioned will probably cut your speed to the minimum (1 hex per phase) so it would be best to try for the nearest friendly port where you can get fire/flotation damage under control.

I've had three ships sink in a size 4 port, one being the Kirishima. And Hiei sink at Rabaul the turn after it arrived with 80% float damage. The Kirishima has 76% float damage when it arrived at Lunga (size 4) but 17 fires. The Hiei didn't have fire damage. It arrived at Shortlands with about 60% float damage. The float damage reduced to about 25% when I decided to move it to Rabaul for faster repair rate. Because of sys dam it could only proceed at 2 hexes per 12 hours. On the trip the float dam went to 80%. I disbanded the TF and the Hiei sank the next turn while in the port.

Once your flotation hits the 90's, you've got a good chance of losing the ship each turn its damage is that high (even in harbour). The only really safe port is Truk/Noumea (because you can teleport it back home to Tokyo/Pearl).

I'll have to upgrade from the type 93 pale to the type 96. 10% extra bailing rate. If it was Australian made I'm sure would be still afloat.

If it was Australian made, it would double as an ice bucket. What self respecting sailor would turf out the ice 'n' stubbies just to use it for bailing.
