This will be an easy one for all you experienced UV gamers. My MSW's like to move around the map but they don't mine or mine sweap. They go where I tell them to and then just hang out. What am I missing?

MSWs don't mine. For the US only DMs and subs can plant mines (you have to load them at Noumea also) and for the Japanese I think (never played them yet) that it's the MLs and maybe the subs that can do it (and it's TRuk that is the fepot for them).

As for sweeping they should do it if there are any mines around. They should also sweep the hex around the one they are located in.

It is also critical whether you set for retirement or not. Check the manual, but as I recall, sweeping requires do not retire and minelaying requires retirement. Sweeping also works when your minesweepers are in an amphibious invasion task force which is unloading over the beach.

I think Minesweepers work all the time in any TF they're a part of... They won't always get all the mines, but they're always working... If you make a MSW-only TF, you don't need to use "do not retire" but leaving them on station will clear more mines...
(I base this on gameplay experience, not anything specific in the rules, so take it with a grain of salt...)
