Does anyone know why Soviet rail capacity is very low at the start of the 2nd turn - only 4032 instead of the 90,000 in the game against the computer which makes it very difficult to withdraw any factories or units.
Is this intentional or a possible bug?

How many units are in rail mode? Units that end a turn in rail mode will again use the capacity needed to move them on the turn after the turn where you placed them in rail mode. Given the penalty on rail capacity in June for the Soviets, it's not wise to leave units in rail mode.

Ok I am looking at the turn.

I did not know you had to change the mode after moving by train.

Many units beginning the turn have a train showing on their stack. More than ten, many big ones.

What do I have to do after moving units by rail to change them out of rail mode?

I know what to do in Admiral's Edition but do not know what to do in War in the East.

If that is the problem it is another steep lesson to be learnt.

Click on the "on train" button in the unit counter on the right hand of the screen. The unit needs to have at least 15 strategic move points left to derail/disembark on the same turn. The points a unit has left will be indicated on the rail line/sea lane on the map when you move the unit by rail/ship.

61 units are in stacks that have train engines above them indicating that part or all of the units in the stack have been moved by rail.

23.3.2. SOVIET RAIL CAPACITY REDUCTION
Soviet rail capacity is reduced to fifty percent of normal for turns that take place in June 1941. This represents confusion, the shock of war and conversion of the rail road network to a war setting, as well as trains being utilized to move mobilizing reserve manpower and equipment to their units.
