If no, why do they have a luxury miner by default?

Also, what space does the gas take up, cargo or fuel tank? Is is cargo for all the gases that aren't used by it's reactor and fuel tank for anything that is used by it's reactor? Should I be putting lots of gas tanks so my freighters can carry more then their personal load of fuel? Or can the fuel go in both cargo and gas tanks?

Those are for the Ice Planets.

Ice Planets generally have Tyderios Gas, and possibly Vodkol, Jakatana (?) Ivory, and Terellion (?) Down luxuries.

Mined Gas goes to Cargo, as do pretty much all mined items.

So can a gas mining ship fill it's own fuel if it's above a planet with it's gas? Or does the fuel have to go through a space port before it can be used as gas?

I've seen Resupply Ships do this, but since Mining ships are Private, I never really paid attention.

I was thinking more of mining stations without solar panels.

Yes, they will, but you'd be far better off with the solar panels, leaving the gas tanks for emergency reserve (IE for armed stations you will need them to allow the use of the guns).

Short answer, always put both energy collectors and fuel tanks on all stations.

As Shark7 says you're better off with solar panels. Without them, the mining station will constantly burn fuel as it mines which severely reduces the amount of fuel going to your empire over time.
