Penalty for overloaded STAVKA?

Hi. Playing as Russian against the AI. Now on turn 17. I have managed to retreat in order and kept surrender losses to a minimum. Now I have heaps of units coming in from the east (and every where else for that matter). All fronts and armies are fully loaded 24/24 70/70 or even more. Stavka has some 1100/900 (!). Can't find a good reference in the rules to what the penalty is to have STAVKA this overladed.

Someone that has insight into this to share? Thanks.

It really depends if you notice the missed die rolls that might occur for determining MP allowances to decide that you are being penalised. Obviously over the course of a gazzilion die rolls throughout the game, there could be a noticeable penalty. You can reduce the penalty by having a leader with high admin and initiative ratings. Avoiding overloading armies will have a bigger impact, then Fronts etc.
