I couldnt find anything about this in the game manual, am i suppose to use this between battles in campaign mode or after a few turns? And does it need the game to exit first?

Seems like a very nice feature, especially for hopeless commanders like myself [:D]

It is for random campaigns, especially the long ones. It gives you a boost in points for the next battle so that if your forces are depleted, you can reinforce them and keep going. Definitely very useful for long random campaigns.
